Wood originating from living or dead trees may be infested by pests. Wood packaging materials are often made of raw wood that may not have undergone treatment to remove or kill pests and therefore remain a way to spread pests. ISPM 15 was developed by the International Plant Protection Convention (IPPC) to address the need to treat wood materials with a thickness greater than 6mm, used to ship products between countries. Its purpose is to prevent the spread of disease and insects that could negatively affect plants or animals.

ISPM 15 affects all wood packaging materials such as pallets, and crates, requiring that they be debarked and then heat treated or fumigated and stamped with a mark of compliance. The heating treating process requires the core temperature of the wood to be at a minimum temperature of 133 degrees Fahrenheit for a minimum of 30 minutes. Products not needed to be compliant with ISPM 15 are made from alternative materials, like paper, plastic, OSB, or plywood.
